Kyle Lowry is a good player. There was a time when he was an All-Star. Despite the fact that Lowry is unlikely to reach those levels again, he provides value – as long as you look at him in isolation.
As far as his contract is concerned, that may no longer be the case. As a result, Lowry is not valuable in that context. As of now, it’s probably fair to say that he’s been overpaid by now.
Jae’Sean Tate, on the other hand, probably still doesn’t contribute as much as Lowry does. But, despite his inexperience, he is a good player and, most importantly, he has landed a deal that is friendly to the team.
