When a team is starting a rebuild, they want it all. It would be impossible to have too many first-round picks. Those are invaluable assets to a team that’s building from the ground up.
On the other hand, at some point, a team has to start moving those picks. They probably can’t use them all to select players. In some cases, that would be logistically impossible.
For example, look at the Jazz. This team did a remarkable job of accumulating first-round picks this summer.
