2. Toronto Raptors
Do the Toronto Raptors have a plan moving forward? It seems likely with Masai Ujiri still running the show in the front office. The Raptors are in need of a replacement point guard with Kyle Lowry hitting free agency. This was the other veteran point guard gaining attention on the market, other than Mike Conley.
The Raptors finished an underwhelming season near the bottom of the Eastern Conference. This was a bit of a surprise when looking at expectations heading into the regular season.
Fred VanVleet was signed and this was the main priority last offseason. This year, the priority could be to find a point guard next to VanVleet.
The Raptors are likely losing Lowry and this will have severe ramifications if they do not find his replacement. Toronto still has their core in place to compete moving forward and that is where Conley would fit in.

Conley is a veteran point guard who wants to win at this point in his career. The Raptors could get back in the race with a few strategic moves and Conley could be at the top of the list.
