The Knicks have been in-need of a reliable point guard for quite some time now. Kemba Walker was supposedly the answer for New York in the offseason, but he has not looked like his former All-Star self and even fell out of the rotation for a couple weeks in December because of his poor performances.
Seeing their playoff hopes start to fade away and having no real consistency on the offensive-end of the floor this season, the Knicks need another high-level talent. Spencer Dinwiddie is not a game-changing talent like the Knicks need, but he would provide some stability for this team and be a reliable point guard option for them.
He may only be averaging 13.0 points per game this season and struggling to shoot from the perimeter, but Dinwiddie is averaging 5.9 assists and has an assist-to-turnover ratio of 3.5 to 1 this season.
Spencer Dinwiddie, if traded to the Knicks, would immediately become their starting point guard and allow for guys like R.J. Barrett and Julius Randle to open up some space on the floor.

Washington has no intentions of giving up on the season and entering another long rebuilding process. They want to win with Bradley Beal right now and prove to their All-Star that they are committed to building a playoff contending team.
That is not going to happen this season, even if they were to add another All-Star talent to their roster, but the additions of Kemba Walker and Alec Burks could help the Wizards remain in the playoff picture this season.
