Opportunity is one of the most important aspects of life. There is no exception to this rule in the NBA. In the absence of an opportunity, how can you grow as a person?
As far as NBA players are concerned, the same holds true. In a situation where a young player is not being given the opportunity to develop, he is unlikely to be successful.
Take a look at Jonathan Kuminga of the Golden State Warriors for example. There is no doubt that this is a young player with unlimited potential.
It does not seem likely that he will be able to reach it on the contending Warriors. The reason why Kuminga has reportedly requested a trade from the team is because of this very reason.
