Having said that, first-round draft picks have different values for different teams depending on how they are used.
There is no doubt that they are a means to an end for contending teams. There are some teams that do not intend to develop young talent in the future. It is their hope to move those picks for players who can help them win now in the near future.
A team that is rebuilding, on the other hand, needs to stockpile picks. In order to build their team through the draft, they will use some of these players.
In the event that that works out, they may eventually be able to trade the rest of them as well.

However, there are some teams that fall somewhere in between those extremes. There is no doubt that they are competitive, but they aren’t contending. There are many people who would suggest that they need to pick a direction for their future.
