Rebuilding teams have a reasonably simple plan to execute: acquire young players and draft picks until they start to win games. Until that starts happening, the pressure around those teams is relatively low.
Bonafide, clear-cut contenders are also well-advised to stand pat. If you just made the Finals or even the Conference Finals, what reason do you have to make sweeping changes?
