Why the Bulls have no shot at making the NBA Play-In Tournament

Toronto is playing better basketball than them

Right now, the Chicago Bulls are in 12th place in the Eastern Conference and they not only trail the 10-seeded Washington Wizards, but they are a half a game behind the Toronto Raptors for 11th place. 

Now, 11th place does not make the playoffs and the Bulls do own the tiebreaker over the Raptors since they won the first two meetings against them earlier in the year, but Toronto is playing much better basketball than the Bulls right now. 

Chicago has only won 4 of their last 11 games, whereas the Raptors have won 6 of their last 11, including wins over the Lakers and the Nets. Overall, it seems like the Raptors have the best shot to possibly dethrone the Wizards from the 10-seed because they are playing better overall basketball and have more overall talent on their roster than the Bulls. 

Not only do they have to try and catch the Wizards, who are four games up on them with 7 games remaining on the Bulls schedule, but they also need to try and catch up to the Raptors, which seems like a major long-shot at this point.
