They’re hoping to get the best deal they can get. Teams wait until the last moment to see how the league’s landscape shapes up. It’s entirely possible that a player that wasn’t available before can suddenly be had.
For example, look at Kyrie Irving. This was not a player whose name was prominent in trade rumors throughout the season. His trade demand came as a surprise to observers around the NBA.
The Dallas Mavericks acquired him almost as quickly as the demand came in.
