This summer, Boucher and Young were both retained by the Raptors using their Bird rights. That’s why neither is eligible to be traded before January 15th.
The Utah Jazz are widely expected to blow up their core long before that. Most anticipate them moving on from star guard Donovan Mitchell this summer. If they do, it won’t be long before they’re shopping all of their veterans.
Still, we can’t be sure they’ll be able to re-home them all. Furthermore, it may be in their best interests to hang onto one or two this summer.
It’s possible that a competitive team will be interested in them ahead of the trade deadline.

In other words, this deal requires the stars to align. It requires the Raptors to be competitive and the Jazz to show restraint in dealing Bogdanovic.
