Some NBA players are extremely malleable. You can plug them into any lineup at any time, and their skillset will translate. These are the NBA’s “plug-and-play” guys.
Some NBA players are a challenge to build around. That doesn’t mean that they aren’t valuable. They may have an outlier skill or two, as well as a limitation or two that needs to be covered by the rest of the lineup. They can be maximized with the right pieces around them, and only then.
Clint Capela falls into the former camp. Typically, NBA teams can account for a rim-running/rim-protecting big man who only touches the ball when he’s over the cylinder getting ready to slam it home.

Ben Simmons, obviously, falls into the latter camp. As a non-shooting lead ball-handler, he needs four floor-spacers on the floor with him to really make his game impactful. Would the Hawks want to invest in a player like that?
