Damian Lillard has spent his entire career to date with the Portland Trail Blazers. Over that time, they’ve generally been competitive. In the same breath, they’ve consistently fallen short of seriously competing for the NBA championship.
Over his nine years with the team, they’ve been to the Conference Finals once. Even then, nobody seriously expected them to beat the Golden State Warriors. The Blazers, for better or worse, are perpetual “also-rans”.
